Political leaders and law enforcement have called for immediate institutional reform and a full independent inquiry following a BBC investigation exposing allegations of rape and abuse against teenage recruits at the Army Foundation College (AFC) in Harrogate.
North Yorkshire Police Statement
North Yorkshire Police confirmed that the force is continuing to support the young victims and their families while prioritizing the pursuit of justice.

Reports of sexual abuse at the Army Foundation College in Harrogate are deeply disturbing, and North Yorkshire Police continues to sensitively support the young victims and their families while doing all we can to bring perpetrators to justice. While we cannot go into detail on specific investigations due to the legal requirement to protect the life-long anonymity of victims of sexual offences, it is important to stress that North Yorkshire Police will never tolerate sexual abuse. We encourage victims to come forward to the police and seek the specialist support that is readily available, no matter how long ago the offences took place.
British Army Statement and Mitigation
The military condemned the alleged behaviour, stating that such actions go completely against the core values of the armed forces, while pointing to recent structural changes designed to ensure impartial investigations.
A British Army spokesperson said:
The allegations reported by the BBC are extremely distressing and serious. Unacceptable and criminal behaviour has absolutely no place in our Armed Forces and goes completely against everything the Army stands for. We encourage anyone with information or who has been affected to come forward. We have established the Defence Serious Crime Command to ensure all serious crime investigations are conducted independently of the normal military chain of command, ensuring impartiality and dedicated victim support.
The Ministry of Defence also highlighted the following safeguarding safeguards and oversight measures currently active at the college:
- Independent Investigations: Serious crime allegations are processed through the Defence Serious Crime Command completely outside of the normal military chain of command.
- Ofsted Grading: The college’s discipline and supervision structure currently maintains an “outstanding” rating from Ofsted.
- External Safeguarding Visits: The institution is subject to external visits from parliamentarians, the Armed Forces Commissioner, and the Children’s Commissioner’s office to evaluate the culture of care.
- Scrutiny Policy: The Ministry of Defence maintains that the college actively welcomes external scrutiny and challenge from non-military safeguarding bodies.
Political Reaction
Tom Gordon, the Member of Parliament for Harrogate and Knaresborough, revealed he is writing directly to the Defence Secretary to demand answers regarding the investigation and to call for a comprehensive inquiry into safeguarding practices at the site.

Reports of rape and abuse are all too commonplace but that doesn’t make them any less shocking or serious. These young women are incredibly brave, putting their careers on the line before they barely had a chance to start. I am writing to the Defence Secretary to seek assurances on how these allegations are being investigated and call for an independent inquiry into culture and safeguarding practices. My colleagues in parliament have rightly made the case for allegations of sexual offences and domestic violence to be handled in civilian courts. Confidence, credibility, and trust has plainly been damaged, and it will only be rebuilt through transparency and the people in charge tackling this head on. We have to end the culture of misogyny and violence against women and girls. No one should face harassment, assault or rape in the workplace and the military is no exception. A strong armed force is one where all its recruits, particularly women, feel safe.
The MP emphasized the local impact on the Harrogate community, where the college has been a fixture for decades.

The college has been part of Harrogate for decades, and many local people have family, friends or colleagues connected to it. Parents across the country send 16- and 17-year-olds to Harrogate trusting that they will be properly looked after. Where that duty of care has not been met, it needs to be established openly and put right.
Echoing the local MP’s outrage, Liberal Democrat Defence Spokesperson James MacCleary slammed the allegations, stating they expose a deeply disturbing culture that has no place in an institution responsible for teenage recruits.

My heart goes out to the brave women who have spoken out about these appalling experiences. Every single woman serving our country deserves a workplace free from fear, discrimination, and abuse. The Defence Secretary must immediately order a full, independent inquiry into the culture and safeguarding practices at Harrogate, and heed Liberal Democrat calls to ensure all serious cases are handled by independent civilian courts – to end this culture of silence and deliver true accountability.
