Starbeck Swimming Pool designated an Asset of Community Value

Harrogate Town Council has secured community asset status for Starbeck Baths.

Harrogate Town Council has welcomed the designation of Starbeck Swimming Pool as an Asset of Community Value (ACV), helping to recognise and protect an important local facility.

The decision, confirmed by North Yorkshire Council on 8th April 2026, acknowledges that the Baths contribute to the social wellbeing and interests of the local community and that this use can continue into the future.

The designation is an early example of the work of the Town Council in supporting and safeguarding valued community assets.

ACV status means that, should the property be put up for sale, there is a defined period during which community groups can come forward and prepare a bid, giving local people an opportunity to be involved in its future.

The nomination was supported by strong local feedback, received as part of a community survey carried out by the Town Council. Residents highlighted regular use of the facility, with many visiting weekly and a significant number having used the Baths for more than 20 years.

The survey also demonstrated the importance of the Baths to the community, with 99% of respondents indicating that it is an important local facility. Respondents identified a range of benefits, including supporting health and wellbeing, providing opportunities for children and families, and offering an accessible and inclusive space.

Councillor Chrissie Holmes, Harrogate Town Councillor for the Starbeck Ward, has said:

We are pleased to see Starbeck Baths recognised as an Asset of Community Value. The feedback from residents clearly showed how important the facility is to people locally, both in terms of health and wellbeing and as a community space.

This designation helps to recognise that value and, whilst there is no immediate threat of closure, provides an additional level of reassurance about the future of the site.
