Knaresborough declares vote of no confidence in North Yorkshire Council over "systemic neglect"

Knaresborough Town Council has taken the extraordinary step of passing a formal Vote of No Confidence in North Yorkshire Council (NYC).

In an explosive letter dated June 16, 2026, and sent directly to North Yorkshire Council’s Chief Executive Richard Flinton and Leader Carl Les, Town Clerk Angela Pulman recorded the local authority’s “grave concern” over what it describes as the persistent, systemic neglect of the historic town’s public facilities, infrastructure, and heritage assets.

Centralised Management “Fundamentally Failing” Local People

The town council claims that a centralised management model operated out of County Hall in Northallerton—located roughly 30 miles away—has completely disconnected decision-makers from the community.

“For too long, decisions affecting our town have been taken at a distance, with budgets and priorities determined in Northallerton rather than through meaningful engagement with the people and place they impact,” the letter states. The council argues this bureaucratic gap has directly caused a prolonged, visible deterioration of Knaresborough’s public realm.

Ten Key Areas of Neglect Exposed

The formal declaration outlines ten specific, severe examples of civic mismanagement that town leaders insist are neither isolated nor incidental:

Heritage Assets: The historic civic centrepiece, Knaresborough House, has fallen into significant disrepair due to a lack of routine maintenance. Meanwhile, Knaresborough Castle—a cornerstone of the local visitor economy—now requires urgent structural repair.
Safety Hazards: Long-term neglect of the Viaduct Terrace has resulted in structural failure, creating an immediate public safety hazard and visual blight. Furthermore, a chronic failure to repair or replace missing historic paving stones (setts) has created severe accessibility barriers, particularly impacting disabled residents.
Public Amenities: The town’s popular community paddling pool has been left entirely unfit for use, depriving local families of a vital summer recreational amenity. Town-wide public conveniences are heavily degraded, and the Waterside public toilets are in such poor condition that they pose a direct environmental risk to the River Nidd.
Tourism and Infrastructure: The council notes a complete absence of coordinated tourist information services and criticises the town’s outdated, poorly designed directional signage.
High Street Chaos: A sustained lack of traffic enforcement has led to rampant illegal parking, resulting in severe traffic congestion, reduced pedestrian safety, and worsening local air quality.

Demands for Funding and a Local Devolution Deal

Declaring that it is their “democratic responsibility” to act decisively, Knaresborough Town Council passed three formal resolutions to protect the town’s future:

A Formal Vote of No Confidence: Officially declaring that North Yorkshire Council is incapable of effectively managing, maintaining, or safeguarding Knaresborough’s services or assets.
An Immediate Capital Investment Package: Demanding substantial, immediate emergency funding from NYC to fix the ten neglected sites and infrastructure issues listed.
An Immediate Devolution Deal: Requesting the urgent start of negotiations to hand control over. The town council insists that if North Yorkshire Council cannot or will not maintain local assets to an acceptable standard, ownership and the necessary funding must be transferred directly to Knaresborough Town Council and the local community.

The letter concludes by noting that the escalation reflects a deep, shared concern across the entire Knaresborough community. North Yorkshire Council has yet to publicly issue a formal response to the declarations.
