Dave Jones named as new Chief Constable for North Yorkshire

Th North Yorkshire Police and Crime Commissioner, Julia Mulligan, has announced that Dave Jones has been chosen as the new Chief Constable for the region.

North Yorkshire is one of the last policing regions to appoint a permanent Chief Constable and it will come as a blow to the Temporary Chief Constable, Tim Madgwick, who is well regarded within the force.

Dave Jones is currently Assistant Chief Constable of the Rural Region for the Police Service of Northern Ireland, Dave was the clear and unanimous choice of both Julia and the members of her five-strong recruitment panel, which met on Tuesday this week.

Julia Mulligan said:

Dave currently serves in one of the most challenging policing environments in the UK. He brings with him a breadth and depth of policing experience that no other candidate could match.

He has a quietly determined and collaborative manner, honed in an area at the forefront of partnership and community policing. Policing in Northern Ireland can also be very tough and this, coupled with Dave’s experience of leading the crime operations of Greater Manchester Police, means that North Yorkshire Police will have a formidable new leader.

In appointing Dave, I am sending an unequivocal message to both the public and criminals that I am determined to tackle the most serious crime, as well as develop and enhance community policing, which is so important to local people.

Undoubtedly we face some challenging years ahead. I have selected Dave because he will challenge the status quo and he will challenge me. I am looking forward to working with him and I know that he will quickly gain the trust, respect and support of all our officers and staff as well as our community and partner organisations.

Julia Mulligan and Dave Jones will attend a formal hearing of North Yorkshire’s Police and Crime Panel on 25 April, at which the appointment will be scrutinised and confirmed.

 

Biography of Dave Jones

Assistant Chief Constable Jones was appointed head of Crime Support Department in September 2008 with responsibility for legacy investigation into the troubles. In June 2009 he took over responsibility for Rural Region, which comprises 83% of the total land mass of Northern Ireland with a population of 900,000 and the only land border in the UK. He is responsible for 2,700 police and support staff and a budget of £150 million. In June 2010 took over as the National Negotiating Secretary for the Chief Police Officer Staff Association (CPOSA) and is a member of CPOSA National Executive.

Dave started his policing career with Greater Manchester Police in 1986, initially working in Salford, Manchester. He held a variety of uniform and CID roles including Detective Superintendent, which involved leading on homicide investigations, diversity and intelligence management projects.

In 2002, he was promoted to Chief Superintendent, Head of Crime Support and in January 2004 was responsible for merging Crime Support and Crime Investigation branches to create Headquarters CID, becoming Head of CID with responsibility for the investigation of the most complex and serious of offences.

From February 2006 until April 2007 he was Temporary Assistant Chief Constable, with responsibility for tackling serious and organised crime, counter terrorism and scientific services.

Between April 2007 and September 2007 he was seconded to British Telecom as part of BT Global Services Management Team to develop an identity services strategy.

In January 2008, he qualified from the Strategic Command Course.

Dave holds a first degree in Politics and Economics from the University of Liverpool and a Masters (with distinction) in Police Management from the University of Manchester.

In September 2010 he was awarded Chartered Manager status by the Chartered Institute of Management.

In 2011 he was named as the Northern Ireland Chartered Manager of the Year 2011 for outstanding leadership and shortlisted for the UK wide final competition, the first police officer ever to be nominated this way.

 

Profile of the Recruitment Panel

Councillor John Watson OBE represents the Boroughbridge division of North Yorkshire County Council and is involved on the County’s Executive and Chief Officers Appointments and Disciplinary committee and also sits on the Area Committee for the Harrogate District. John is also an Executive member for financial services, including assets, IT and procurement.

Cllr James Alexander: Elected to City of York council in May 2007, James attended York University where he studied Politics and Economic and Social History. Following graduation, James was elected Students’ Union President in a one-year sabbatical position. He has worked for members of both Houses of Parliament, political parties, government departments, local councils, media organisations, communications companies and universities and well as in electrical retail. James has been leader of City of York Council since May 2011.

Michael Baxter QPM: Michael took up appointment as the Police Treatment Centre Charity’s CEO in July 2007 following long involvement in a range of police service health, wellbeing and welfare issues and has previously been a Trustee of a number of police charities (including the Police Treatment Centres and St George’s Police Trust) and force benevolent funds. Michael was previously a police officer at all ranks up to Chief Constable during a thirty eight year policing career and served in West Yorkshire, Merseyside and finally Cumbria as Chief, during which time he was awarded the Queens Police Medal in 2005 for distinguished service.

Nigel McClea: Nigel McCLea is one of Yorkshire’s best-known lawyers. Recently retired and now living in Harrogate, Nigel helped transform the then modest local firm Simpson Curtis into Pincent Masons a global law firm. During his 37 years with the firm, Nigel played a part in creating many Yorkshire landmarks including the Rose Bowl at Leeds Metropolitan University, the Jorvik Centre in York and the Royal Armouries in Leeds.
